Road transport stimulates economic growth by facilitating trade, promotes economic development, and ultimately contributes to improving the lives of all South Africans. The fuel levy is the largest contributor in financing road maintenance and construction. The sustainability of the fuel levy has come into question with the rise of electric vehicles and the increasing rate of urbanisation. A distance-based road user charge has been considered as an alternative to the fuel levy. This method directly charges vehicles for the number of kilometres driven on the road. The main aim of the study is to assess the public’s perception of a distance-based road user charge replacing the fuel levy in South Africa. The study collected primary data by means of a survey distributed in local newspapers and on various online platforms. A dimension reduction technique was used to identify underlying patterns in the data. The main findings of the study found that there is a viable future for distance-based road user charging in South Africa as it generates more revenue than the fuel levy. However, South African road users still prefer the fuel levy over a distance-based road user charge as a method for the financing of road construction and maintenance. The study also found that research on distance-based road user charging in South Africa is quite limited and should be expanded in future research. The public acceptability of a new system is based on the level of knowledge they have of the system. The study found that the public had very little knowledge on distance-based road charges. Therefore, robust public information campaigns, focus groups and pilot programmes are necessary for the public to understand and change their perception of distance-based road user charges.
