Available: https://scholar.sun.ac.za/items/de20ae72-6241-4df8-a270-07f471f64958 The mandate of the SANDF includes the protection of the territorial integrity of the Republic of South Africa, support of other state departments in the execution of their respective mandates, and countering terrorism. The aim of this thesis is to evaluate the preparedness of the SANDF in performing its counter-terrorism mandate. The thesis will evaluate whether the SANDF is suitably prepared to contain the terror threat when required. In this regard preparedness refers to the SANDF that is being capacitated to fulfil its mandate. This thesis is a theoretical evaluation; thus, it is based in theoretical analytical evaluation criteria and Critical Success Factors (CSF) on a written body of knowledge. The objective of the thesis is to evaluate the criteria to be used to determine the preparedness of the SANDF to counter terrorism. The research objective is pursued by describing the design, methods, research methodology, problem formulation, literature review, CSF and criteria to be applied to evaluate the preparedness of the SANDF. Central to this thesis is to first highlight the nature and extent of the threat of terror in South Africa, and then to assess the extent to which CSF are addressed by the SANDF to enable this statutory force of the South African Department of Defence to deal with terrorism and to enable it to foster close cooperation with other state entities tasked with containing terrorism in South Africa. The CSF and relevant evaluation criteria are the instruments to be used in this research to assess the preparedness of the SANDF to fulfil its counter-terrorism mandate. The key factors to be applied to evaluate the criteria are: (1) Legal framework-legislation and policies; (2) education and training; (3) funding; (4) skilled personnel; (5) Prime Mission Equipment (PME). The current well-researched and widely reported declined state of the SANDF has a great impact on its operational ability, and the serviceability of its PME, thus impacting adversely the preparedness of the SANDF to counter terrorism. Several challenges highlighted in this thesis about the preparedness of the SANDF to counter terrorism illustrate how the strategic defence mandate of the SANDF is misaligned with South Africa’s strategic security requirements. Key concepts to be deliberated in this thesis are, conceptualisation of terrorism and counter terrorism; theoretical evaluation to assess the extent of the preparedness of the SANDF to counter terrorism; the CSFs to be considered in developing future policies, and the legal framework that is used for set theoretical analytical evaluation criteria as well as the CSFs. The significance of the thesis is to highlight the gaps identified in South African legislation, policies, training and education programmes relating to the SANDF as a military instrument to deal with domestic and international terrorism, and the degree of preparedness of the SANDF to counter terrorism in its entirety.
