The research was motivated by the recognition that cyberspace has emerged as a decisive domain of power, with implications for state sovereignty, regional stability, and international influence. Despite South Africa’s historical legacy of defence innovation, its cyber exports remain limited, raising questions about its ability to position itself as a continental leader in this field. Drawing on secondary data sources, including scholarly literature, government policy documents, institutional reports, and open-access media, the study employed a qualitative, document-based methodology. The analysis was structured across five chapters. It examined the evolution of the South African Defence Industry, assessed the characteristics of cyber warfare in Africa, and evaluated South Africa’s strategic cyber posture. The findings revealed a persistent gap between capacity and capability: while South Africa possesses the industrial base, scientific infrastructure, and economic diversification necessary to build a cyber ecosystem, it has yet to align these assets into an operational and export-ready capability. The study concludes that South Africa can indeed develop such an ecosystem, provided its institutions bridge the misalignment between government, academia, and the private sector. This research contributes to the scholarly literature on cyber power, middle powers, and defence-industrial strategy by situating South Africa within a broader debate on how emerging states leverage cyber capabilities to shape regional orders.
