Available: https://scholar.sun.ac.za/items/630f9b5c-e254-41b3-8589-c276eada25d1 Performance management systems were put in place in South African local government as a strategic and legislative tool to enhance accountability, efficiency, and service delivery. However, despite their widespread adoption, municipalities still struggle to implement performance management systems effectively. Previous research has looked at various aspects of performance management systems effectively, including political interference, leadership weaknesses, organisational capacity constraints, and employee resistance. However, the results are still scattered and specific to each context. The current study used a systematic literature review to bring together existing research on performance management systems in South African municipalities. Based on clearly defined eligibility criteria, a structured search was conducted across multiple academic databases and institutional repositories, including studies published from 2014 to 2024. Data were extracted using a custom template and analysed thematically to identify recurring patterns, barriers, and gaps in the literature. The findings showed that limited capacity and resources, a lack of training and development, weak leadership commitment, and a misalignment between organisational goals and individual performance indicators were the main barriers to effective performance management system implementation. Although some progress has been made in integrating performance management systems effectively into policy and practice, they often function more as a compliance task than a transformative management tool. The study concluded that the fragmented nature of existing research highlights the need for an integrated perspective on performance management system implementation and its challenges. Recommendations included strengthening policy frameworks, building institutional capacity, and reducing political interference to ensure that performance management systems can contribute to improved governance and service delivery. The study also identified gaps in the literature, providing directions for future research to enhance theory and practice in performance management within South African municipalities.
