Available: https://scholar.sun.ac.za/items/c59cd960-6b88-4878-a11b-05fb92c836b0 Local government in South Africa operates within a comprehensive legislative framework intended to promote accountability, transparency, and ethical public administration. Despite this framework, persistent governance failures and inadequate consequence management have been widely reported across various municipalities. In response, legislative amendments have been introduced to reinforce accountability mechanisms. Notably, the introduction of Section 79A in the Local Government: Municipal Structures Act of 2000 mandated the establishment of Municipal Public Accounts Committees (MPACs) within all municipalities to improve internal oversight. This study examined the role of the MPAC in strengthening accountability and enforcing consequence management within the CWDM. The objective was to assess how MPAC implements the disciplinary code for financial misconduct and to identify the institutional factors that either facilitate or hinder its effectiveness in a well-performing municipal context. Employing a qualitative case study design, data were collected through semi-structured interviews, supplemented by document analysis. The findings indicated that the MPAC in CWDM significantly contributed to promoting transparency and enhancing financial oversight. However, the study revealed that the MPAC's effectiveness is limited by its advisory mandate and insufficient technical capacity. Political will, ethical leadership, and cooperative institutional relationships emerged as critical enablers of accountability. This study provides a deeper understanding of MPAC functionality in a high-performing municipality and underscores the gap between formal accountability frameworks and their practical implementation. The findings aim to inform ongoing governance reforms and reinforce internal oversight mechanisms within South African local government.
