It is the declared objective of the government to achieve an 80:20 ratio of public to private transport usage in South Africa. Achievement of this objective, whilst at the same time reducing the number of captive riders through general upliftment of the population, calls for a very attractive public transport system. In the industrial sector in particular, “Strategic Logistics Management,” has been used, for many years, as a tool for the optimisation of business activities. The fundamental principles of this philosophy are that: 1. The business must achieve a prescribed level of customer service in order to remain competitive or increase its market share. 2. In adapting to achieve this desired level of service, all components of a business must be seen in their context with all other components of the business. 3. Any change made must produce a net benefit to the whole business, although it may produce a localised dis-benefit in some specific aspect of the business. Public transport is a service provided to the community, primarily by the local authorities. The operating motive differs from that of a commercial concern in one major way: The “profit” of a commercial operator has to be replaced with “community benefit.” This means that the scope of evaluation of the provision of the service, (product,) is greater than would be the case in private enterprise. Many factors have to be taken into account, which affect non-users of the service. Examples are the effects of pollution, congestion, and access to facilities where public transport is given exclusive right of way, thus limiting freedom of choice. Essentially, the entire community may be seen as shareholders in the “Business of providing public transport.” If public transport can be seen as a business enterprise, cannot the principles and methods of strategic logistics management be applied to improve the planning and operation of public transport in South Africa? This thesis examines the concepts and proposes an approach to the optimised planning and operation of a complete public transport system. A computerised decision support system based on the concepts of strategic logistics management is proposed. Such a decision support system will incorporate the standard public transport modelling tools, bringing them together, in conjunction with a common database, in a single "Public Transport System" modelling package. Such a package will enable the measurement of the influence of changes, to one part of the system, on the rest of the system.
