ENGLISH SUMMARY: There is a strong reaction particularly among the poor with regard to the housing delivery approaches currently used in the North West Province. Their perception is that since poverty and unemployment are serious challenges facing their Province, approaches used for housing delivery should have the capacity to create opportunities for participation, empowerment, capacity building and job creation. In their opinion, the private sector approach is only efficient when measured in terms of the number of houses delivered but extraordinarily inefficient when measured in terms of people empowerment and people participation. Against the background of impoverished rural communities, and the harsh economic realities facing the North West Province, the African collective approach commonly known as 'Letsema' in Setswana is presented in this study as an alternative housing delivery approach which is based on the philosophy and vision of community development and is viewed by the rural poor as an appropriate strategy for the creation of viable and sustainable communities through the housing delivery process. This study presents the philosophy and vision of community development as a point of departure for the implementation of the National Housing Programme. The study is therefore presented according to the following related themes, namely the concept of community development, housing in South Africa, housing in the North West Province and alternative strategies for housing delivery in the North West Province. The conclusion arrived at is that 'letsema', in contrast to the private sector housing delivery processes, is an integrated, participatory and holistic approach underpinned by the philosophy of community development which is appropriate for delivery of housing in the North West Province, particularly in the rural areas. AFRIKAANSE OPSOMMING: Daar is tans 'n sterk reaksie, spesifiek by arm mense aanwesig, teenoor die huidige benadering van behuisingsvoorsiening in die Noordwes Provinsie. Daar bestaan 'n persepsie dat huidige behuisingsvoorsieningstrategiee in die provinsie nie gemeenskappe bemagtig, werk voorsien en kapasiteite vestig om armoede en werkloosheid teen te werk nie. Spesifieke groepe beskou die voorsiening van behuising deur die private sektor as kontra-produktief tot die bereiking van hierdie spesifieke ontwikkelingsoogmerke. Teen die agtergrond van veral verarmde landelike gemeenskappe en die negatiewe ekonomiese realiteite wat die Noordwes Provinsie ervaar, word die Afrika kollektiewe benadering bekend as "Letsame" in hierdie studie voorgehou as 'n alternatief vir die huidige benaderings tot behuisingsvoorsiening. Hierdie benadering is gebaseer op die filosofie en visie van gemeenskapsontwikkeling en word deur die landelike armes beskou as 'n toepaslike strategie vir die vestiging van lewensvatbare en selfonderhoudende gemeenskappe, ook deur middel van die behuisingvoorsieningsproses. Die studie gebruik die filosofie en visie van gemeenskapsontwikkeling as vertrekpunt vir die implementering van die Nasionale Behuisingsprogram. Die studie hanteer die volgende verbandhoudende temas, naamlik, gemeenskapsontwikkeling, behuisig in Suid-Afrika, behuising in die Noordwes Provinsie en alternatiewe strategiee vir behuisingsvoorsiening in die provinsie. Daar word tot die gevolgtrekking gekom dat "Letsame" in kontras met die bestaande privaatsektor benadering, 'n geintegreerde, deelnemende en holistiese orientasie het wat aansluit by die filosofie van gemeenskaps-ontwikkeling. Dit word ook beskryf as 'n toepaslike benadering vir behuisingsvoorsiening, spesifiek in die landelike gebiede van die Noordwes Provinsie.
