ENGLISH SUMMARY: South Africa is undergoing a process of rapid change focusing on the improvement of the living standards of previous disadvantage communities. In this context farmworkers are identified as an important part of such previous disadvantaged groups. Farmworkers in South Africa were traditionally housed through a system of tied-housing, which has resulted in their dependency on the farmer. This system is deeply rooted in the Western Cape and has a strong paternalistic base. For the first time in South African's history there is an opportunity for farmworkers to change or reduce their dependency. The new governmental subsidy scheme as well as the Draft policy for the implementation of long term security of tenure, present farmworkers 'with the opportunity to improve their living conditions, without the traditional ties to the farmer. Against this background agri-villages are considered as an alternative to traditional farmworker housing. An agri-village is a private settlement established and managed by a legal institution that is situated within an agricultural area and where residence is restricted to bona fide farm workers and their dependants. Security of tenure can be achieved according to a lease contract or usufract because the land and home stays the property of the legal institution. The theoretical and case studies that were undertaken indicated that the concept of agri-villages is in theory a viable strategy for farmworkers to reduce dependency. However agri-villages cannot merely be developed in every region in South Africa without taking cognisance of the specific needs and characteristics of each community. AFRIKAANSE OPSOMMING: Suid-Afrika deurloop reeds vir 'n geruime tyd 'n proses van verandering wat daarop gemik is om die lewenstandaard van agtergeblewe gemeenskappe te verbeter. Binne hierdie konteks is plaaswerkergemeenskappe geidentifiseer as 'n belangrike deel van die agtergeblewe gemeenskap met 'n behoefte aan verbeterde lewensomstandighede. Tradisioneel is plaaswerkers in Suid-Afrika gehuisves onder 'n stelsel van gekoppelde behuising. Hierdie tendens het bygedra tot plaaswerkers se afhanklikheid van plaaseienaars, en laasgenoemde se kontrole oor die werker en sy gesin. In veral die Wes-Kaap was hierdie stelsel diep gevestig met 'n sterk paternalistiese ondertoon. As 'n moontlike oplossing tot die probleem, bestaan daar nou vir die eerste keer in die Suid-Afrikaanse geskiedenis die geleentheid om hierdie afhanklikheid te verbreek of ten minste te verminder. Die regering se nuwe subsidieskema vir plaaswerkers, asook die Konsepbeleid rakende die sekerheid van langtermyn verblyfsekuriteit, bied aan plaaswerkers die geleentheid om hulle lewensomstandighede te verbeter. Binne hierdie konteks is daar gekyk na landboudorpe as 'n alternatief tot plaaswerkerbehuising. 'n Landboudorp is 'n privaat nedersetting binne· 'n landbougebied, wat deur 'n regsliggaam ontwikkel en bestuur word. Toegang tot behuising word beperk tot bona fide plaaswerkers en hulle afhanklikes. Sekerheid van verblyfreg word toegestaan volgens huurkontrakte of lewensreg, aangesien die grond en behuising die eiendom van die instelling bly. Die teoretiese oorsig en gevallestudie wat onderneem is, dui daarop dat die konsep van 'n landboudorp in teorie 'n haalbare strategie is wat plaaswerkers die geleentheid bied om hulle afhanklikheid en kwesbaarheid te verminder. Die landboudorpkonsep kan egter nie sonder meer in enige streek in SuidAfrika toegepas word nie. In die verband is dit duidelik dat elke plaaswerkergemeenskap se behoeftes uniek is, en dus individueel hanteer moet word.
