Ed.) -- Universiteit van Stellenbosch, 1993. The education system is a complex and dynamic system which is integrated within the framework of the community in general. The community is, thus, a co-definer of education. Certain communities demand greater authority over education and other communities accept the strict management over education. The new tendency in the South African system seems to be one of a greater impact by interest groups. An elementary text analysis has been used to determine to what extent central and/or decentralised management is used in different aspects of the education system. After the 1976 unrest in especially black schools, a consciousness was generated with regard to the problems in the South African education system. The total effect of this process which has existed since 1976 was that the authority of the centre has deteriorated. The black schools saw, in the eighties, People’s Education as the solution to the problem. People’s Education rates decentralization of certain functions as an important subdivision of their ideology. Greater community involvement is also accentuated. The past decade has been marked as one in which numerous publications have been made in connection with the education system. In the nineties numerous important renewal strategies were published, which also accentuated decentralization with regard to the education system. Some of these documents were drawn up by the government (ERS report) and also the National Educational Co-ordinating Committee (NEPI report). Looking at countries such as England, Australia and Nigeria and the United States of America comparatively, it becomes clear that centralization or decentralization of the education systems are not necessarily the best management methods. In these countries a balance has been kept so that the education systems may function optimally. It is clear that centralization is important to initiate conflict. Most of the functions of the South African education system are managed centrally. It is clear that countries which are not developed will struggle to support a centralized education system, because of a general lack of infrastructure and aids. The South African education system has changed spasmodically over the years. There were times of change and times of no change at all. Great care will have to be taken against unrealistically high expectations about the education system which do not take account of reality. Considering the international patterns of centralization and decentralization, local expectations and abilities can be brought into balance. Because of the wide variety of cultural groups, languages, religions, etc., the future for the educationalists seems challenging.
