Western Cape agriculture at the same time has to adjust to the general democratization in post-apartheid South Africa, but at the same time has much to offer to the process of reconstruction and development, including a very real possibility of assisting small-scale fruit farmers to establish themselves as part of a growing and prosperous industry in the Western Cape. The absence of a population of small-scale farmers to study, requires a hypothesis generating methodology as opposed to a hypothesis testing methodology. Six small-scale production systems for Golden Delicious apples are developed through a Delphi process. Langkloof, an important apple producing region in the Western Cape is used as reference site and the Delphi panel includes commercial farmers and research scientists. Extensive microeconomic analysis is applied to the six of sinthetic data. Labour demands of one or two hectare farms fit the labour supply of the average Western Cape household. Under optimum conditions standard technology is the best option, but constrained optimization indicated that internal rates of return of 18,8 percent over 10 years and 25,3 percent over 20 years can be achieved by 40 percent of initial investments required by standard technology.
