Modal choice strategies for freight distribution within the Southern African region are considered with a view to improve transport efficiency thus reducing regional transport costs. The provision of an efficient regional transport system is seen as a pre-requisite for economic development and putting the region into a position to compete on international markets. The inefficiency of the regional transport system is evident when considering that South Africa were previously excluded form regional transport development initiatives, thus not ensuring the optimal use of resources. An overview of transport infrastructure and trade within the region is provided, showing a dramatic increase in cross-border traffic within the context of increased trade. The emphasis is on surface freight distribution, where road and rail represent the modes by which the majority of regional freight is moved. Various aspects that contribute to high transport costs, such as the non-optimal allocation of resources and regional transport regulations, are discussed. The nature of trade and its associated impact on transport are considered, showing that scope does exist for increased trade thus placing a further burden on regional transport infrastructure. The analysis framework for regional freight distribution is provided by applying an integrated logistics approach. The emphasis is on managing the supply chain where transport was identified as a means of ensuring the sequential movement of goods through this chain. Transport adds significantly to logistics cost, consequently transport-related decisions must be made with great circumspection. Modal choice is regarded as probably the most important logistics decision and is generally considered from a long term planning view. Modal choice criteria, mostly performance based, were identified for regional freight transport and incorporated into a decision-making model, the Analytic Hierarchy Process. Manufacturers and freight forwarders were identified as the major decision makers within the context. Respondents within the region exhibited similar preferences, identifying international barriers, customer needs and reliability as the most important criteria. The resultant modal choice model provides a user perspective of regional freight transport. Its application can be extended to various levels. At regional and national level it provides the principles on which related policies should be based. At the local level it was shown how the three major criteria are affected by cross-border delays, costing the industry an estimated R90 million per annum. Measures to enhance cross-border traffic flow were identified, thus reducing regional transport costs. Lastly, it can be regarded as a marketing research tool to the transport provider, quantifying performance related aspects for regional freight distribution. The results provide a user-based framework against which improvements to the regional transport system can be tested. In addition, it provide the building blocks on which future research aimed at enhancing the regional transport system, should be based.
