This study attempts, by means of a case study, to assess the availability, use of, and need for basic telecommunications in Khayelitsha. The central aim is to show inequality of telecommunications provision, and to highlight the question of need. Khayelitsha is chosen as a representative area – being the largest such area, and also containing sub-areas of formal housing, serviced shacks (site and service areas) and unserviced shacks (squatters). In chapter 2, a literature review (of telecommunications literature, development literature, and literature on poverty and urbanization) is presented, to construct a context of relevance. It is shown that development, and issues of poverty, are severely underplayed in the telecommunications literature. Development literature and literature on poverty and urbanization, on the other hand, omit or neglect the question of basic telecommunications as an important need. Regarding the telecommunications literature, it is emphasized that South Africa’s telecommunications infrastructure is skewed and that there is a link between telecommunications on the one hand, and economic growth and development on the other. Notions of development are extracted from the human and human scale development perspectives, to inform the subsequent data collection and analysis. The focus of the study is not development theory as such, but locating the past and current distribution of, and access to, basic telecommunications within the issues of poverty, need and equity. Selected issues around the definition and phenomenon of poverty are discussed – and linked to urbanization. In short this chapter tries to show why telecommunications, and basic telecommunications in particular, is important. In the following chapter, recent South African quantitative data is presented and analysed. Here, the context of need – inequality of basic telecommunications provision, availability and accessibility – is highlighted. Chapter 3 serves as a link between the foregoing theoretical considerations, and the chapters that follow. Chapter 4 deals with methodology relating to the case study. It includes questions relating to the case study as research type; structured interviews as research tool, and why this approach was chosen in this context; steps undertaken in the research design and justifications thereof, and the purpose of both a subsequent workshop, and a series of interviews with service providers and other stakeholders. The chapter concludes with reasons why it was considered necessary to develop specific research techniques – with reflections on the validity of techniques used, and on the reliability and usefulness of data assembled using these techniques. In chapter 5, Khayelitsha is described to sketch the local context – accompanied by maps indicating housing types, area population numbers, household sizes and projected future developments. In chapter 6, findings of the mainly qualitative research undertaken in Khayelitsha (between October and November 1995), are presented. This data was collected mainly by means of structured interviews with users and service providers. The central issue of need, as emphasized in the introduction, is addressed. Chapter 7 contains an analysis of findings, considers theoretical problems related to the chosen research design and methods, and lists practical problems experienced in the empirical research. The study concludes with a summary of major findings, some specific recommendations for initiatives that could be undertaken to address problems raised in the Khayelitsha case study, and raises possible directions for further research.
