The responsibility of technical colleges in regard to the professional development of their staff created a need for guidelines and a model which will assist in the planning and implementation of staff development programmes. Preservice training, often strongly theoretically orientated, does not meet all the requirements that are needed in practice. Development and training are therefore essential staff functions that will eventually decide the effectiveness of the whole organization. Changes in education, especially in regard to knowledge, teaching methods and technique are accelerating and, together with the changes and demands on the social services, staff development becomes essential. To ensure that educational change takes place in an orderly fashion and is effectively institutionalized, sound and supportive management of change is necessary at micro level. In order to manage change, it is necessary to be aware of the nature of the change and the role that the agent of change has to play. The manager of change cannot manage orderly change unless he possesses knowledge of the theory of change. It is not only necessary to understand the cyclic progression of the process of change, but it is also necessary to understand that the aim of the process of change is continual improvement towards relevant education. In addition, knowledge of the different models of change is useful in the planning of orderly educational improvement, while theoretical knowledge regarding methods of approach, which can be followed in practice by the adoption and implementation of change, is also useful in the management of change. Staff development must never ignore the demands and needs of the adult learner. It should generally be based on a concrete learning experience where social interaction forms an important element of the learning process. The adult learner wants to be involved in the planning, design and implementation of development programmes.
