ENGLISH ABSTRACT: Traditionally Neh 5 has been interpreted as a text that stresses the importance of socio-economic redress. Commentators tend to describe Neh 5 as a narration of (1) a specific socio-economic conflict that has arisen during the rebuilding of the walls of Jerusalem in die middle of the fifth century BC; (2) the speedy and sound resolution of the conflict; and (3) Nehemiah's unselfish and momentous contribution to the resolution. This investigation suggests that the rhetoric of Neh 5 is an attempt on Nehemiah's side to accentuate the importance of reconciliation and to demonstrate his self-importance. Nehemiah emphasises the importance of reconciliation, pronouncing (1) the necessity of socioeconomic reform, (2) the devastating effect of socio- economic decay and (3) his own contribution to the realisation of the ideal of socio-economic equity. Nehemiah demonstrates his self-importance by (1) picturing himself as the centre of socio-economic reform, (2) accusing the (Jewish) creditors and previous governors of Judah for their role in the socio-economic crisis and (3) overlooking his own part in the socioeconomic crisis. This hypothesis is being examined with reference to the three types of classical rhetoric, namely deliberative (political), epideictic and forensic rhetoric. Nehemiah's deliberative rhetoric is revealed in his effort to motivate his audience to grasp and champion the importance of socio-economic reform. Nehemiah employs epideictic and forensic rhetoric in his attempt to (1) applaud himself and (2) contrast his reform actions to the greed of the creditors and the poor administration of the previous governors. AFRIKAANSE OPSOMMING: Neh 5 word tradisioneel verstaan as 'n teks wat die belangrikheid van sosio-ekonomiese herstel beklemtoon. Kommentatore omskryf Neh 5 as 'n beskrywing van (1) 'n spesifieke sosio-ekonomiese konflik wat in die middel van die vyfde eeu v. C. tydens die herbou van Jerusalem se mure ontstaan het; (2) die spoedige en deeglike oplossing van die probleem; en (3) Nehemia se onselfsugtige en omvattende bydrae tot die oplossing. Hierdie studie suggereer dat die retoriek van Neh 5 'n paging van Nehemia is om sowel die belangrikheid van versoening te beklemtoon as sy selfbelang te vertoon. Nehemia beklemtoon die belangrikheid van versoening deur sy gehoor te wys op (1) die noodsaaklikheid van sosioekonomiese herstel, (2) die vernietigende effek van sosio-ekonomiese verval en (3) sy eie aandeel in die bereiking van die ideaal van sosio-ekonomiese gelykheid. Nehemia maak gebruik van epideiktiese en forensiese retoriek in sy paging om (1) homself te verheerlik en (2) sy hervormingsaksies te kontrasteer met die gulsigheid van die krediteure en die swak administrasie van die vorige goewerneurs.
