The Fish River Spatial Development Initiative (SDI) forms part of a national government programme to promote investment and job creation in particular geographical areas in South Africa. The Fish River SDI focuses on industrial investment in the cities of Port Elizabeth and East London in the Eastern Cape Province. The study, which takes the form of an analytical-descriptive case study of the Fish River SDI, aims to make an initial assessment of the impact of the SDI on industrial development in Port Elizabeth and East London. Data was gathered primarily through in-depth interviews with stakeholders in Port Elizabeth, East London and nationally. Background information on Port Elizabeth and East London is presented. The main elements of the national SDI programme are described, followed by an analytical-descriptive narrative of the implementation of the Fish River SDI. The SDI is characterised as a nationally-driven initiative which aims, through investment in infrastructure and through increasing the profile of Port Elizabeth and East London as international investment destinations, to attract large new export-oriented investment projects to the region. The likely impact of the SDI is examined on two levels: firstly, its impact is assessed on its own terms – the amount of new investment and the number of “sustainable” jobs to be created; secondly, its impact is assessed in terms of a broader goal of sustained industrial regeneration in Port Elizabeth and East London. It is argued that, because the SDI is not a regional industrial strategy, its impact is likely to be limited to a once-off increase in investment and employment. The SDI does not set out to increase the capacity for learning and innovation in the private and public sectors in Port Elizabeth and East London, and thus does not contribute to an “endogenous” capacity in the region for economic growth through ongoing, incremental increases in investment and employment. Sustained industrial regeneration in Port Elizabeth and East London requires a regional industrial strategy.
