Also at local government level a democratic, non-racial and non-sexist system is being negotiated. The various participants in the negotiation process represent diverse cultural, social and political backgrounds and consequently there is a search for a system through which the different value systems can be reconciled. In order to achieve this goal it is essential that normative guidelines be established with which a system of local government should comply. In the search for guidelines for a system of local government which meets the particular needs of South Africa, the following approach has been adopted in this thesis: (a)The existing systems of local government as they are employed for the different population groups, are explained and analysed. (b)The interim measures already introduced and the negotiation processes already launched, are discussed. Specific reference is made to a re-evaluation of regional services councils, the measures taken in terms of interim legislation and the establishment of a Local Government Negotiation Forum. (c)Normative guidelines with which local government in South Africa should comply, are examined. There is reflection on the socio-geographic norm that requires that the local government structure should reflect the settlement patterns of the state as far as possible; the democratic norm that requires that the local government system should be democratic; the functional norm which aims at local authorities being able to render an optimal, comprehensive service effectively and efficiently in accordance with prevailing acceptable standards; the taxation norm which requires that local government should have the competence to impose taxation and be willing to tax itself; and the viability norm which has as criterion that a community should have the functional and political capacity to fulfil its basic physical, economic, social and cultural needs in an acceptable manner at local government level with a reasonable prospect of improving its standard of living. (d)The points of view of the different participants in the debate about the future of local government in South Africa are examined in the light of policy statements and documents released by the different parties. The policy standpoints are examined in terms of normative guidelines that have been established. (e)In conclusion an evaluation is made of the choices available to local government in the short and long term.
