An historical overview of the origin and development of education in the Cape Province is given and the demands of the situation which influence a country’s education system are described. For the sake of a wider perspective, overseas and local cases of decentralisation of control to structures on the second level of government are investigated. On the basis of these findings, the process of exercising control is described as a management function. Some criteria of determining regions and the various types of regions are identified, as well as a rationale for regional control. Furthermore, the extension of control as a function of education management is emphasised so that not only are control and supervision exercised, but also guidance is given with a view to the development of selfcontrol and the effective exercising of control at regional level. Against this background the management process, general characteristics of strategic planning and a number of scenarios are described for the exercising of control at regional level. Following on this, the implications of exercising control on regional level are set out, with special reference to the following: an institutional framework, an organisation structure, people in the organisation and legal and financial implications.
