The level of insurance claims in the Western Cape Regional Services Council (WCRSC) is described by the brokers Price Forbes as unacceptably high. The analysis of the insurance portfolio for research purposes, namely the categories assets all risks, selling- and letting units, public liability and motor car claims indicated that deficiencies in the control and management of assets resulted in an unacceptable level of insurance claims. Such deficiencies have normally a negative influence on the Management Complement of an organisation. In order to place the image of the WCRSC above suspicion, as well as the Management complement, the author was inspired to undertake a thesis with the title "Loss control in the Western Cape Regional Services Council - Problems and solutions". The variety of services, as well as the geographic distribution of the Council’s assets and personnel, impede the effective control and control measures. The establishment of a professional risk management division, where the risk manager/facilitator is clothed with autonomous powers, should improve control and control measures. The prerequisites for a successful risk management process, are amongst others: management commitment, personnel - and community involvement; since the success of a risk management process is based on a holistic multidisciplinary approach. With reference to the thesis, relevant solutions have been developed, where possible, for the WCRSC’s insurance portfolio. The possibility exists that the solutions could find application at other organisations and institutions. The application of risk management by the WCRSC on a regional basis seems to be realistic although the specific concept should be subjected to further research. The hypothesis of this thesis states that insurance claims will decrease when the causes resulting in insurance claims, are identified and analysed and applicable solutions are developed in order to counter such causes. Should the solutions, as described in the thesis, be continuously re-evaluated and adjusted, the frequency and intensity of insurance claims should decrease which would lead to the realisation of the stated hypothesis. An improvement in the insurance portfolio cannot take place without dynamic action and therefore the roll that a risk manager/facilitator plays is of fundamental importance. The aim of the thesis is the establishing of a dynamic risk management division which will further the mission, vision and philosophy of the WCRSC and which will grow to the discharge of loss control on regional level. To reach this goal, certain aspects should be part of the risk management process. It is important that management should acknowledge and further the risk management process. Management’s involvement should lead to a policy statement being made about the introduction of a risk management process. Co-operation between management and the risk manager should lead to a risk "mentality", as well as an involvement with the risk management process, be developed among the personnel in the organisation. The introduction of risk management committees is considered an important aspect to facilitate the co-ordination of the risk management process. The creation of risk management committees should enhance the "omnipresence" of the risk manager, which is important in order to identify all risks/losses and to introduce remedies to avoid and/or prevent similar risks/losses.
