D.) -- Universiteit van Stellenbosch, 1994. Housing management, housing and development are concept giving rise to many contradictory views. Therefore, the following research question was formulated: -Can a strategy be determined for managers to address the housing needs of the poor in a way that will increase their state of development? Development is a concept with considerable surplus meaning. For the purpose of this study its dinamic nature was emphasized through the use of postmodern thinking. The following definition has been formulated for development: - Development is increasing the capacity and empowerment to resist the threats of the dynamic environment and to utilise all opportunities for one's own advantage in a responsible and sustainable manner. The indicators of development as conceptualized in this study are capacity, power and empowerment, responsibility, sustainability, entrenchment against threat and utilisation of opportunities.
