The most recent reports on education in the new South Africa indicate that Pre-Primary and Junior Primary teachers are faced with major and important challenges. Teachers involved in elementary education are involved in children's formative years which form the foundation for further learning during the pupils' school career and later life. In many instances teachers are not prepared for the demands of the multiplicity of potential problems in the primary levels of education, thus often experiencing discontent and isolation. Intervention by the tutor can enhance the educational performance of the teacher and simultaneously facilitate more focused communication regarding the teaching and learning process. Although there are various ways in which the teaching skills of teachers can be further developed, it is the purpose of this study to look at the process of direct observation of didactical events as part of a strategy to develop teaching and learning skills. As a consequence of this process, a low-inference observation instrument for the development of teaching in the Pre-Primary and Junior Primary phases, was designed through empirical research. This instrument was designed according to a sign system format which has already proven valuable as an observation format in secondary school instruction. To design the instrument, video tapes of various Pre-Primary and Junior Primary lessons were made to identify discernable actions which could be added to the instrument. Actions were then classified and categorised. These activities were submitted to experienced teachers with whom the importance of each action was discussed. The instrument was then tested in practice by the researcher. During these tests, the presence of the activities, as well as the observability of the signs, were confirmed. The teachers involved in the observation by the researcher, subsequently evaluated the efficacy of the instrument format for instructional development. To further investigate the value of the instrument, twelve observers were trained to use the instrument, after which it was tested and evaluated in practice by the trained observers. On the grounds of the results of the theoretical and empirical studies, it was found that there is a need amongst Pre-Primary and Junior Primary teachers for structured instructional development. It was also evident that the instrument, namely Observation of Basic Didactic Actions in Pre-Primary and Junior Primary lessons, was regarded by the teachers involved as a useful instrument for the development of tuition. Responses from observed teachers, as well as from trained observers, indicated that the instrument can be regarded as a valid and reliable instrument. It can be recommended for use by instructional leaders to collect information about lessons in an objective way, for instructional development. The instrument is regarded as being user-friendly, which will enable teachers in the Pre-Primary and Junior Primary phase to support each other to increase the efficacy of teaching and learning situations.
