For several decades the attention of the international community has been on South West African/Namibia as well as on the Walvis Bay enclave. Normally an enclave settlement is characterised by a complex set of functional links. The aim of this study is to identify the nature and extent of interaction patterns of Walvis Bay on four levels viz internally with itself, with SWA/Namibia, the Republic of South Africa and abroad. It is tested with regards to the social behavioural patterns of the white inhabitants of the town as well as the economical activities of the business sector. Relevant theoretical concepts as well as the historical development, administrative functioning and infrastructure of the enclave is discussed.
