This study was undertaken to investigate the role played by parliamentary committees in policy making in South Africa. In the introduction, policy and policy making are discussed. Commissions of enquiry, departmental and interdepartmental committees, staff units and domestic institutions, parliamentary committees, the Cabinet and Ministers' Council, President's Council and party caucusses are identified and discussed as policy making machinery. Political supremacy, public accountability, tenets of democracy, Christian doctrines, fairness and reasonableness, balanced decisions, thoroughness, effectiveness and legal rules are identified and discussed as requirements for public policy. In Chapter 2 the systems of parliamentary committees is discussed. Members of Parliament, political parties, civil servants and interest groups are discussed as role players in the committee system. In turn, members are playing legislative, investigative, supervisory and informative roles. During the period 1910 to 1984 Parliament appointed the following committees: Select committees , sessional committees, joint committees, standing committees and Committee of House. Each of these committees has a specific task that has to be performed on behalf of and for Parliament. The following committees were appointed by Parliament during the period 1985 until May 1988: Standing committees, standing select committees, joint committees, select committees and Committee of the House. Further, the functioning of committees are discussed. The appointment of standing committees, of chairman and deputy chairmen, how the chairman votes and what his powers are, the appointment of members, their attendance of meetings and the attendance of meetings by non-members of Parliament, the requirements for quorum, how the voting is done in a committee and what happens if concensus cannot be reached, are discussed. The differences between the referral of a bill before and after Second Reading are highlighted and discussed as well as legislation about own and general affairs. The similarities and differences between the committees before and after 1985 are also discussed. This chapter closes with a functional classification of the different parliamentary committees. The four groups are Domestic and Order committees, Control and Responsibility committees, Policy Scrutinising committees and Policy Development committees. In chapter 3 the functions performed by the four groups are discussed to point out the role they play in policy making. The conclusion arrived at was that committees indeed play a role with regards to policy making and that they are inseparably bound up with the functioning of PArliament.
