In spite of the relatively small contribution of agriculture to the gross domestic product of Ciskei the urban population provides a ready outlet for local marketable surpluses. The problem investigated in this study is the marketing of agricultural produce by small-scale farmers in Ciskei. This was achieved by investigating socio-economic variables and the level of production as factors influencing marketing, as well as the functioning of the marketing system in relation to the small-scale farmers and their knowledge, use and perceptions of the system as it exists in Ciskei. The contribution of the extension officers in terms of their knowledge of marketing and the existing marketing system was also evaluated. In order to meet the objectives of the study a random sample survey was conducted in 1985 of 94 respondents in two typical rural villages near Alice, as well as a survey of extension officers from across Ciskei. The socio-economic factors were found to be a constraining influence on the level of agricultural production in the villages. The efficiency of the farming operations was seriously inhibited by the large proportion of the household heads who were migrant labourers and consequently many of the decision-makers were female. The lack of importance of agriculture was evident since it was not regarded as a major source of income by all but one of the respondents. The high proportion of non-viable land holdings was also a disincentive to full-time farming. Despite the small size of land holdings only limited use was made of the available arable land. Crop yields were extremely low. The sales of livestock were also low and the only agricultural produce that was marketed on a regular basis, albeit in small quantities, was wool and hides and skins. The major marketing channel is the Ciskei Agricultural Corporation which provides schemes for the marketing of crops, livestock and livestock products. Other marketing channels such as traders and the co-operatives have diminished in significance as channels for the sale of surplus produce. Despite the poor support of the Corporation’s marketing facilities the farmers were aware of them and generally satisfied with the services provided. The feeling amongst the farmers was that changes in other areas, such as better tractor services and larger land holdings would also be needed to result in higher levels of production. Although the extension service aims at inter alia improving the crop and livestock marketing services and increasing the marketed production of food and cash crops, the marketing component of their training was found to be inadequate. The comments of the agricultural officers corroborated the majority of the findings of the marketing survey which would indicate the broader applicability of the study to Ciskei. Contrary to evidence in the literature, the marketing system was not a major limiting factor in agricultural production in Ciskei. Other factors such as the uneconomically small arable plots, the age-sex distribution of the rural villagers and the relatively more attractive non-agricultural sources of income, including pensions, were more important constraints to agricultural development.
