This thesis presents an analysis of the history of the Marshall Plan with a view to formulate comprehensive responses on the following issues: What was the basic motive of the USA with the Marshall Plan: a genuine interest in European economic recovery or an effort to promote American political and economic power and leverage? Was the offer that the Soviet Union should be included a genuine offer or was the Plan deliberately designed to make it difficult for the Soviet Union to participate? The history of the origin and development of the Plan, the European reaction and the implementation of the Plan is discussed in some detail as the basis for the following conclusions: The Marshall Plan was the result of genuine American concern over the economic problems of Europe. The Americans feared that Europe's inability to sustain its own economic recovery, could only benefit Communism. The USA did not design the Plan to serve its own economic and political ends. The strategy of the Marshall Plan - a cooperative and public European venture - was deliberately designed to put the Soviet Union in a tight situation. The Americans expected that this would force the Soviet Union to withdraw. When Molotov left the preparatory talks in Paris, the Americans were relieved. The impressive success of the Plan also benefited the USA. It was American enterprises that received the majority of the orders for capital goods required for rebuilding European mines, industries and communication networks. The American aim of promoting the idea of a United Europe did not succeed. Britain's unwillingness to become involved in any supranational enterprise, limited European institutionalised cooperation to certain economic fields and a few participants.
