Research into the effects of road surface condition on road user costs have been conducted ever since the advent of motorised transport. Several practitioners have produced user cost relations for use in specific environments and for specific vehicles, but only in the last decade has research yielded generalised and robust models suitable for use in road management systems. However, models from different regions often differ substantially between themselves and it is with difficulty and at some risk that relations are transported to other environments. Fuel consumption, while probably the easiest of the road user cost components to measure, is no exception. Relations developed in Brazil, the Caribbean, India, Kenya and elsewhere produce vastly different results and were in any event obtained from vehicle types and operating circumstances unlikely to be similar to the local situation. The experiment documented in this dissertation came about as the result of a need for locally developed user cost models. Its aim was to establish reliable and accurate fuel consumption relations for use in road management systems and in the general economic analyses of transportation projects. An extensive literature search showed that fuel consumption models may be modelled relatively easy through controlled experimentation. The experimental design chosen from several possibilities was to measure road surface effects on vehicle rolling resistance in coast-down tests and to relate this to vehicle energy requirements and, hence, fuel consumption.
