ENGLISH ABSTRACT: Despite successes of the democratic South Africa, the country still experiences challenges of poverty, unemployment and inequalities. These challenges are more prevalent in rural communities even after government‟s attempt to address them through development programmes such as the RDP, GEAR, ASGISA and now the NDP. Many scholars have examined the status of service delivery in the country, but not over the democratic years at a community level, to understand community characteristics contributing to service delivery failures. This paper seeks to present the status of service delivery at both municipal and ward level for rural communities under the administration of all category B4 municipalities in South Africa. This paper further reveals rural household characteristics contributing to service delivery by using a basic service index. Spatial analysis disclose that close proximity to points of interests does benefit rural communities in terms of access to basic services as they increase chances for employment, thus reducing migration of men. Therefore, findings present that male headed households in rural communities have better access to basic services compared to female headed households.
