The Kano method1 was used in order to determine the benchmark requirements of an educational web portal. A comprehensive list of possible specifications for an educational portal was constructed by examining the characteristics of educational portals globally. This information was used to develop a questionnaire in accordance with the Kano method. A number of hand-picked expert users were asked to answer the questionnaire. The results obtained from these questionnaires were used to categorize the importance of each component of a web portal as a “one-dimensional”2 , “must-be”3 or “attractive”4 requirement. The components categorized as “must-be” requirements were used to generate the benchmark of the minimum specifications of an educational web portal.
