ENGLISH SUMMARY: Change is a concept that has been studied by many researchers and scholars, as such, frameworks and guides has been developed over time to ensure that adversities of change are minimised. This thesis seeks to explore the change process at the Department of Agriculture, Land Reform and Rural Development (DALRRD), which induced a smaller design where some Occupational Specific Dispensation (OSD) positions are rendered redundant, following a restructuring process triggered by merging two National Departments. Redundancy is no problem, when justified, and for the benefit of the organisation, however, when redundancy occurs and affects scarce and critical posts of the department, then it warrants attention. This is the case of DALRRD where OSD positions are redundant in the new department, the same that were considered critical and scarce for in the former department. This study explores an impact of a restructuring process which rendered OSD positions redundant. Through a qualitative study, where real life experiences of the officials are studies through focus groups interviews, the comparison analysis of the two departments to determine the extent of reductions of OSD positions, and the ontological analysis of ethnography is examined. The research findings indicate that no proper consultation process was followed from the merger to the restructuring process. Some were not even aware of the changes that occurred in the very space they worked in. On the issue of impact, evidence shows that the impact was felt by everyone at different levels of the department. Some mentioned the work load burden, while others felt the developmental or growth opportunities had been diminished. Another important factor that was examined by the thesis is the implementation of Legislation – the Geomatics Profession Bill of 2013, particularly on the registration process, and the findings were that the Department was not considerate of the act when the structure was implemented; the bill was implemented wrongly before the two departments merged, so nothing changed or was rectified when the new structure was implemented. Lastly, the departing concerns that were raised were historical concerns that emanated from when the OSD was first introduced and implemented. All other concerns resulted from the point of implementation of the OSD. Finally, the thesis provides recommendations for the department on the rectification of errors made upon the implementation of the restructuring process. The success of the recommendations depends on the department’s willingness to carry the burden of monitoring and evaluating the change processes, otherwise, just like the implementation of the OSD which left some officials haunted by the ghosts of the past, the restructuring process will also become the new demons that the officials will need to deal with, if left unattended. The recommendations are the restructuring of the CD: NGI to be fit-for-purpose for the functions of NGI. Secondly, transparency and communication are crucial for the success of a change process, otherwise, people who are not even aware of the changes cannot be part of the change they know nothing about. Lastly, the collaboration of departmental functions and the funding of departmental programmes. The siloed approach has proven to be detrimental to service delivery, particularly when one area of the same department is unable to perform functions that they are mandated to do due to financial constraints, whereas another part of the department is returning monies that were not spent in the same financial year. AFRIKAANSE OPSOMMING: Verandering is 'n konsep wat deur baie navorsers en geleerdes bestudeer is en daarom is raamwerke en gidse mettertyd ontwikkel om te verseker dat teenspoed met betrekking tot verandering tot die minimum beperk word. Hierdie tesis poog om die veranderingsproses by die Departement van Landbou, Grondhervorming en Landelike Ontwikkeling (DALRRD) te verken, wat 'n kleiner ontwerp veroorsaak het toe sommige Beroepspesifieke Bedeling (OSD)-posisies oortollig gemaak is na aanleiding van 'n herstruktureringsproses wat deur die samesmelting van twee nasionale departemente veroorsaak is. Oortolligheid is geen probleem wanneer dit geregverdig is en voordelig vir die organisasie is nie, maar wanneer ontslag voorkom en dit skaars en kritieke poste van die Departement raak, verdien dit aandag. Dit is die geval by DALRRD waar OSD-poste in die nuwe departement oorbodig gemaak is – dieselfde poste wat as krities en skaars in die voormalige departement beskou is. Hierdie studie ondersoek die impak van 'n herstruktureringsproses wat OSD-posisies oorbodig gemaak het. Deur middel van 'n kwalitatiewe studie waar lewenswerklike ervarings van die amptenare deur middel van fokusgroeponderhoude bestudeer is, word die vergelykingsanalise van die twee departemente ondersoek om die omvang van vermindering van OSD-posisies en die ontologiese analise van etnografie te bepaal. Die navorsingsbevindinge dui daarop dat geen behoorlike konsultasieproses vanaf die samesmelting tot die herstruktureringsproses gevolg is nie. Sommige was nie eers bewus van die veranderinge wat in hulle werkplek plaasgevind het nie. Oor die kwessie van impak toon bewyse dat almal op verskillende vlakke van die Departement die impak ervaar het. Sommige het hulle werkslas uitgelig, terwyl ander gevoel het die ontwikkelings- of groeigeleenthede is verminder. Nog 'n belangrike faktor wat deur die tesis ondersoek is, is die implementering van wetgewing – die Wet op die Geomatikaprofessie van 2013 – veral oor die registrasieproses, en daar is bevind dat die Departement nie die wet in ag geneem het toe die struktuur geimplementeer is nie; die wetsontwerp is verkeerd geïmplementeer voordat die twee departemente saamgesmelt het, so niks het verander of is reggestel toe die nuwe struktuur geimplementeer is nie. Laastens, die vertrekpunte wat geopper is, was historiese bekommernisse wat ontstaan het toe die OSD vir die eerste keer ingestel en geimplementeer is. Alle ander bekommernisse het uit die punt van implementering van die OSD voortgespruit. Laastens verskaf die tesis aanbevelings vir die Departement oor die regstelling van foute wat met die implementering van die herstruktureringsproses gemaak is. Die sukses van die aanbevelings hang af van die Departement se bereidwilligheid om die las van die monitering en evaluering van die veranderingsprosesse te dra, anders, net soos die implementering van die OSD wat sommige amptenare met spoke van die verlede opgesaal het, sal die herstruktureringsproses ook nuwe probleme veroorsaak wat die amptenare sal moet hanteer indien dit sonder toesig gelaat word. Daar word aanbeveel dat die HD: NGI geherstruktureer word om geskik vir die funksies van die NGI te wees. Tweedens is deursigtigheid en kommunikasie deurslaggewend vir die sukses van 'n veranderingsproses, anders kan mense wat nie eers bewus is van die veranderinge nie nie deel wees van die verandering waarvan hulle niks weet nie. Laastens moet daar samewerking van departementele funksies en die befondsing van departementele programme wees. Die silo-benadering het bewys dat dit nadelig is vir dienslewering, veral wanneer een area van dieselfde departement weens finansiele beperkings nie in staat is om verpligte funksies te verrig nie, terwyl 'n ander deel van die Departement geld teruggee wat nie in dieselfde boekjaar bestee is nie.
