Die spore van die belydenistradisie is te bespeur in beide die Ou en Nuwe Testament. Die kerk het gestrewe om deur die belydenisskrifte die inhoud van die gemeenskaplike geloof in die evangelie van God in Christus, soos in die Skrif geopenbaar, te bely. Dit geld ook vir die kerke van die Reformasie waarbinne belydenisskrifte van die begin af ‘n sentrale rol gespeel het, nie net in die manier waarop die tradisie verstaan is nie, maar ook in die poging om teenoor ander die Gereformeerde identiteit uit te druk. Die Gereformeerde tradisie sou deur ‘n progressiewe (oop) en konserwatiewe (geslote) benadering gekenmerk word wat betref die siening en interpretasie van hoe belydenisskrifte gesien word en gefunksioneer het. Die bereidwilligheid om oop te wees vir die ontstaan van nuwe belydenisskrifte, is kenmerkend van die aard van die Gereformeerde belydenisskrifte. Sedert die Barmen-verklaring (1934) het ‘n nuwe impetus ontstaan wat gelei het tot die formulering van nuwe belydenisskrifte, waarvan Barmen en die Belydenis van Belhar (1986) deel is. Die proses waardeur die dokumente, besluite en verklarings deur ander kerke of tradisies ontvang en hanteer word, word in ekumeniese kringe as die saak van resepsie beskryf. Die proses van resepsie sluit die ontvangs van ‘n belydenisskrif in. Alle fases en aspekte van die voortgaande proses van die ontvangs van ‘n belydenisskrif kan gekoppel word aan die bekende onderskeid van uitleg (explicatio), herkenning/erkenning en amptelike ontvangs. Die Belydenis van Belhar het bepaalde teologiese uitdagings aan die NG Kerk gestel en is sedert 1982 op verskillende maniere ontvang. Bepaalde besware is in die NG Kerk teen Belhar geopper. Die NG Kerk het sedert 1994 geweldige transformasie binne Suidelike Afrika beleef en dit het tot ‘n identiteitskrisis gelei. Deel van hierdie krisis was die afwesigheid van ‘n samehangende teologiese paradigma wat die NG Kerk gepoog het om voor en tydens die Artikel 1-proses aan te spreek. ‘n Kernmoment rondom die ontvangs van die Belydenis van Belhar deur die NG Kerk, was die besluit van die Algemene Sinode van 2011 om Belhar op ‘n kerkordelike wyse deel te maak van die belydenisgrondslag van die NG Kerk en die Moderamen is opdrag gegee om kerkordelike prosesse van stapel te stuur om dit moontlik te maak. Dit het gelei na die totstandkoming van die Artikel 1-Proses, waar Artikel 1 van die Kerkorde uitgebrei is, om uitvoering te gee aan die besluit van die Algemene Sinode van 2011. Die voorgestelde Artikel 1 is by die Algemene Sinode van 2013 goedgekeur. Hierna is die Artikel 1-proses van stapel gestuur en is die 1125 gemeentes en 10 sinodes van die NG Kerk gevra om oor die voorgestelde Artikel 1 te stem. Die verslag oor die afwysing van die voorgestelde Artikel 1 is in verslagvorm aan die Algemene Sinode van 2015 deurgegee. 'n Krities-teologiese evaluering van die uitslag van die Artikel 1 proses word gemaak en die voortgaande ontvangs van Belhar in die NG Kerk word verder bespreek. ENGLISH SUMMARY: The church is a confessional community. The traces of this confessional tradition can be found in both the Old and the New Testament. The church endeavoured to formulate the content of the common faith in the gospel of God’s saving grace in Christ, as found in Scripture, into confessions. This also applies to the churches of the Reformation where confessions took a pivotal stance, not only in the manner in which the Reformed tradition was understood , but also in an attempt to define the identity of the tradition as opposed to other traditions. The Reformed tradition would be characterized by both a progressive (open) and a conservative (closed) approach with regard to how confessions are seen, interpreted and function. The willingness to be open to the emergence of new confessions is typical of the nature of the Reformed tradition. Since the Barmen Declaration (1934) , a new impetus has arisen that has led to the formulation of new confessions, of which Barmen and Belhar (1986) are part. The process by which documents, decisions and declarations are received and dealt with by other churches or traditions is described in ecumenical circles as the matter of reception. The reception of a confession is part of this reception. All phases and aspects of the ongoing process of reception of a confession can be linked to the well–known distinction of explanation (explicatio), recognition and official or full reception. The Belhar Confession posed certain theological challenges to the Dutch Reformed Church and has been received in different ways by this church since 1982. Certain objections were raised against Belhar from the onset. The Dutch Reformed Church experienced the tremendous transformation in Southern Africa since 1994 and this led to an identity crisis. Part of this crisis was the absence of a coherent theological paradigm, that the Dutch Reformed Church attempted to address before and during the Article 1-process. A key moment surrounding the reception of the Confession of Belhar by the Dutch Reformed Church was the decision by the General Synod of 2011 to make Belhar part of the confessional basis of the Dutch Reformed Church in a church-orderly manner and the Moderamen was requested to launch church-orderly processes to make this possible. This led to the establishment of the Article 1 Process, where a new Article 1 of the Church Order was drafted to give effect to the decision of the General Synod of 2011. The proposed Article 1 was approved by the General Synod of 2013. Thereafter, the Article 1 process was launched and the 1125 congregations and 10 synods of the Dutch Reformed Church were invited to vote on the proposed Article 1. The report on the outcome (rejection) of the proposed Article 1 was submitted in report form to the General Synod of 2015. A critical-theological evaluation of the outcome of the Article 1 process is made and the ongoing reception of Belhar in the Dutch Reformed Church is discussed further.
