Continuous pressure applied to companies and institutions to curb unsustainable environmental impacts flowing from their activities, has resulted in the creation of management mechanisms and instruments for this purpose. It is, however, often the case that the effective implementation of policy measures wittingly or unwittingly fails due to incomprehension or poor implementation strategy for these measures. The study's aim was to evaluate the documentation pertaining to environmental mission statements, environmental policies and environmental programmes provided by sixteen prominent South African companies and one government institution representative of key sectors in the economy, and to judge the efficacy of these as potentially sound management instruments. As point of departure the formal and diverging characteristics and requirements of missions, policies and programmes were distilled from the literature to act as bench mark for evaluation. The relevant company documentation was then compared against these to judge the feasibility and probable effectiveness of the instruments in practice. The study concludes that an environmental mission statement is the apex of any strategic environmental management effort and that environmental management must be integrated with all the normal activities of the enterprise. The evaluation has shown that this aspect receives inadequate attention at most concerns. Only six undertakings scored higher than 80% on the evaluation scale. This shortcoming has cascading negative consequences for documentation and action lower down the hierarchy of environmental management actions. The requirements for environmental policy concerning aims formulation and worker participation were largely met, but relevance towards enterprise activities was not, largely because the applicable standards to act as guidelines were lacking. With the exception of three cases, policy structures were found wanting in most undertakings, so that performance levels will not be neither reached nor maintained in the majority of cases. Policy formulation and implementation as components of environmental management demand an everything or nothing approach to ensure success and to support follow-on planning measures. The implementation of an environmental programme as management tool is similar to a general management programme and may flow from it provided that the liability principle is embedded therein. This documentation obtained from the sample cases shows a lack of purpose and does not guide the day to day activities of the various organisations. Only twelve of the cases were able to provide the relevant documentation of which only half managed to score above 75% on the efficiency evaluation scale. Perhaps comforting is the fact that the chemical industry with its high potential risk for environmental damage, operates conspicuously efficient environmental programmes. The study proves clearly that not all industry sectors poses similar potential or real environmental threats, and therefore the need for environmental management tools varies. However, there is a need for the formulation and efficient implementation of sector-specific instruments. The formulation of appropriate environmental standards that can serve as guidelines for environmental management, are to be regarded as a priority action towards proper business management.
