Adult Basic Education and Training (ABET) emerges as a sector of strong and urgent importance in the restructuring of education in South Africa as a result of the high scale of illiteracy. In contrast to the demand, there is an absence of clear policy, structure (both institutional and curricular), expertise and resources to provide a ready basis for the development of this sector, despite the emphasis on ABET in the constitution as well as numerous recent policy documents. An examination of the past shows that the area has been much neglected and there is a lack of well-trained practitioners to provide ABET to millions of South Africans. The detailed reasons for the present situation are beyond the scope of this research study but are to do largely with the marginal status of ABET and lack of specialist ABET practitioner training. At present numerous institutions and role players are positioning themselves to participate in the ABET sector and the process is characterised by overtones of political rivalry and territoriality. This study aims (a) to analyse the process by which a previously uncoordinated enterprise, conducted largely outside the formal structures of state provision (even as part of an anti-government alternative), moves towards more closely defined and coordinated structures as a result of empirical factors (e.g. existing alliances) as well as under the impetus of emerging policy imperatives, and (b) to identify a possible and probable approach on which future practice will be based. The study thus also incorporates a case study of the partnership between USWE (Use, Speak, Write, English) and PENTECH (Peninsula Technikon). The study rests on the hypothesis that a partnership approach between different types of institutions will form the basis of future provision of training practitioners in ABET. For this researcher, ‘approach’ carries implications of a more consensual, participative and democratic process towards the goal of inter-institutional functioning.
