This study attempts to illuminate the possibilities of inservice education and training of teachers (INSET) in the new democratic education dispensation in South Africa through a system perspective. The restructuring of the education in South Africa is one of the biggest challenges to rectify the inequalities and discrimination of the past. In the teaching profession, as an important part of the education system, the professional backlogs should be effectively addressed. Chapter 1 clarifies aspects of the design of the study. The succeeding chapter gives a summary of the nature and extent of INSET by highlighting selective aspects of the concept. Chapter 3 describes how the teaching profession in South Africa was influenced by the fragmented education system of the previous dispensation. Against this background the operation of INSET in South Africa is evaluated. Because the education systems of England and the United States of America (USA) are democratically decentralized, Chapter 4 examines how the control of education and the use of teacher centres have facilitated INSET and developed teacher involvement in these countries. In Chapter 5 INSET in the new decentralised education system in South Africa is briefly discussed, with specific reference to the Province of the Western Cape. Through acquiring perspectives and insights about INSET both locally and abroad, a summary follows in Chapter 6. The conclusions which are derived from this synopsis are used as the motivation for a proposed model or framework whereby a system of provision can be accomplished to extend INSET to all teachers and to develop teacher participation in the South African context.
