Since 1992 the South African Navy (SA Navy) has been experiencing major changes that had a direct and far-reaching effect on traditional naval training. Up until then the Navy had long since been integrated as far as the Coloureds and Asians were concerned. Training was conducted in Afrikaans and English and only initial problems with cultural differences and varying school standards were experienced. The first major change was the acceptance of black sailors at the SA Naval College in 1992 and at SAS SALDANHA in 1993. Since then the SA Navy had to make provision for sailors who were the products of disrupted school systems. It soon became apparent that these sailors were not performing according to their potential in the SA Navy as a result of language and numerical deficiencies and cultural differences. The second major change was the termination of the National Service System towards the end of 1993. This meant that the sailor who reported for training was not a conscript anymore, but a volunteer. A new approach to training was therefore necessary. The SA Navy was thus compelled to take certain steps as to meet the requirements emanating from these changes. During this process, which started in January 1993, a new additional type of training ie, Enablement Training, was established and defined as follows : Enablement training is training given to trainees who have the potential to undergo career development but who are impeded by skill gaps resulting from some form of deprivation. The aim is to enable those trainees to bridge those skill gaps in the shortest time possible so that they can be trained according to their potential. This additional type of training, which was shaped at the SA Naval College in Gordon's Bay and at SAS SALDANHA, is aimed at equipping all sailors with life skills and language and numerical skills. The idea behind this being the enablement of the sailor to be trained according to his potential as this is the only way in which the SA Navy can succeed in maintaining its traditional training standards and in meeting new requirements. The aim of this study is to evaluate the process known as enablement training in the SA Navy over the period September 1993 to May 1995 to determine if it had indeed been effective. Clear guidelines for the road ahead should flow from this evaluation as the SA Navy is bound to have to continuously adapt its training in the future to meet ever changing demands.
