The recent and on-going transformation of South Africa to a democratic society is consistent with a world-wide trend. This trend also affects the operating sphere of the Town- and Regional Planner. It was the aim of this study to grasp the opportunity of defining and taking a stand on the issue of the role of the planner with regard to public participation. The position adopted in this study is one of recognition of the basic principle that those for whom planning is intended, must have a say in how their future is shaped. The soliciting of public input should however be characterised by a more balanced approach. Furthermore the study deals with community development and its role in housing projects. Two practical examples, Marconi Beam and Sandy Bay, were used to illustrate the value of public participation.
