D.) -- Universiteit van Stellenbosch, 1996. Since the development of the human capital model in the early sixties, governments world-wide have invested more in education. In the process, efficiency was not sufficiently kept in mind. This study looks at the efficiency of the South African education system. Due to problems in measuring inputs and outputs it is not possible to calculate x-inefficiency and allocative inefficiency. According to the literature, the principal-agent problem can be viewed as a primary reason for inefficient education systems. Related problems such as imperfect information and the high costs of monitoring the activities of teachers lead to sub-optimal remuneration systems. The current remuneration system in the South African education system does not induce maximum effort from teachers, as productivity plays almost no role in determining their remuneration package. For many years, educational resources have been unevenly distributed between the different race groups. The fact that more than 93 per cent of children of school going age are at school implies that pupils are successfully involved in the system. However, the rate at which especially Black and Coloured pupils are progressing through the school system is disappointingly low. If flow-through rates are taken as an indicator of efficiency, the need for a more efficient education system becomes apparent as almost 90 per cent of all pupils at school fall into these two groups. On a macro level, South Africa is currently experiencing a large-scale redistribution of resources amongst schools in order to raise the allocative efficiency of the system. Still, very little attention has been given to x-efficiency. If the latter is to be promoted, it is of the utmost importance that more micro-economic information be collected and released, that the principal-agent problem be resolved, that education functions be delegated to local communities, that the remuneration system of teachers be changed so that remuneration is influenced by productivity, and that a culture of learning be re-established at schools. Given South Africa's unique circumstances, there is no blueprint that will guarantee an efficient education system in the future. (A more complete summary of the dissertation follows in chapter 9.)
