All organisations, and consequently also education, are continually faced with change. This study identifies certain changes in the turbulent environment and in education, which have led to the restructuring of the education system in the RSA. The education crisis in South Africa is briefly described with reference to educational, socio-economic and political demands. As a result of this crisis, various studies have been carried out and reports have been tabled. A synopsis of the reports and recommendations is given. From all of these reports it appears that the former education system was no longer acceptable. The development and establishment of a new education system was inevitable. To begin with, the contextual framework in which the restructuring of education took place is described. A historical review of the former education system from 1910 to 1994 is given. Matters referred to include, among others, the dissolution of the former education system, various education realities such as the number of pupils, finances, the relationship between political struggle and the education crisis, discrepancies between less and more sophisticated education systems and the provision of education for the greatest section of the population, as well as the establishment of the new education system and the problems regarding education policy between national and regional government. Following this is a review of recent approaches to restructuring, some dynamics leading to restructuring and a description of components of a model for the formation of a conceptual framework for restructuring. For the selection of a suitable education management model to direct the restructuring in a new education dispensation in SA, various management models relevant to restructuring education are examined. The conclusion reached is that a specific education management model whereby the restructuring of education may be directed does not exist. Consequently an eclectic model for directing restructuring is described, and certain implications for education are identified. Change is a complex process which needs to be carried out with great discretion. Therefore certain theoretical premises, dynamics for change, the process and models for the management of restructuring are discussed. In practical terms, restructuring implies that only certain aspects of an organisation are changed, and for this reason an alternative approach to restructuring, namely transformation, is described. Transformation implies the conversion of a total system into a vital new organisation with, among other things, a new vision, structures, procedures, cultures and employees from different culture groups with new attitudes, approaches and behaviour patterns. With this in mind, a model for the process of change is identified and discussed. At the same time, certain implications for the management of education are referred to. With a view to evaluation of the management of restructuring in education, a review of the process of restructuring the education system is given for both national and provincial levels, as well as for the Western Cape. To begin with, a juridical basis for the process and course of the restructuring process in the Western Cape is drawn up. The focus is placed on the activities of the transition management team and the appointment, commission, functioning and recommendations of the Strategic Management Team in the Western Cape. Reference is also made to the value of the process of restructuring in education. In the light of the complexity and problematic nature of compliance, a concept analysis has been done and various successes and shortcomings indicated. In conclusion, certain guidelines have been laid down, skills discussed and a framework for the successful management of the restructuring process in education developed.
