The handling of squatting by the South African authorities is a policy issue that needs to be addressed. Squatting should be accommodated in such a way, that the phenomenon of large-scale squatting will diminish and disappear in due course. South Africa can learn valuable lessons from the experiences and misconceptions of other Third World countries in respect of squatters, which proved to be unsuccessful. One of the most important strategies of other Third World countries, in order to prevent squatting, was to resort to the forced resettlement of squatters. This combined with formal government housing schemes. In time, it dawned on specific Third World countries that their approach was counter-productive. The promotion of permanent tenure and community participation became a priority. In South Africa, the squatter problem was aggravated by the prolonged support given to a policy of separate development. Up to 1986, an unrealistic approach to the problem was implemented in conjunction with piecemeal and discriminatory legislation. Since 1986, South Africa's approach to urbanisation and industrialisation has changed. Nevertheless, new piecemeal legislation has been adopted since 1991 in articular, and there was still no comprehensive and co-ordinating national policy into which it could fit. The presence of effective policy elements, or even of a feasible strategy within a national policy framework, does not necessarily guarantee a stable or feasible policy. There will always be issues, and therefore a national housing policy, with a "built-in" squatter strategy, should be flexible and dynamic. What makes the South African situation unique, is its political and cultural composition. A broad basis of participation and open lines of communication between all role players in the policy process are essential.
