The aim of this thesis has been to establish the meaning and content of the concept and the phenomenon devolution within the context of the national state. With this aim in mind, the concepts devolution and autonomy have been analysed. Subsequently, a historiographical analysis of the genesis and evolution of municipal government was undertaken and the phenomenon devolution was founded theoretically and philosophically with a view to verisimilitude. The conceptual analysis revealed that the concept devolution connotes the delegation of power to subordinate authorities including municipal authorities. Furthermore the denotation of devolution is as follows: -Municipal authorities are statutorily authorized bycentral/regional authorities to perform legislative, quasi-judicial and police acts. -These acts are subject to ex ante control and, with the exception of legislative acts, concurrent discretion by central/regional authorities. -Acts of municipal authorities are also subject to ex post facto judicial control barring direct and/or indirect exclusion or restriction. From the conceptual analysis it also appeared that two meanings are attached to the concept autonomy; a primary conventional meaning and a secondary contextual meaning. The primary meaning has a connotation of freedom, and denotes self-government without subordination to another government. The secondary meaning on the other hand, connotes subjection, and has a denotation of subordination to another government. This secondary meaning of autonomy is probably the result of concept misplacement, while the use of the concept heteronomy, that is subjection to the law or will of another (government), probably constitutes valid concept displacement. Consequently, and to avoid the contradictory meanings of autonomy, the primary meaning of autonomy and the only meaning of heteronomy are preferred for the purpose of this thesis. The historiographical analysis of the genesis and evolution of municipal government confirmed the above denotation of devolution. It also appeared that decentralisation takes place by means of devolution when national unity is strong and by means of deconcentration when national unity is shaky. In either case, economic reality seems to prevail over political ideology as far as the extent of control is concerned. The theoretical analysis of the phenomenon devolution revealed two different postulates. On the one hand there is the prevailing monistic postulate of municipal authorities as intermediate institutions according to the thesis of descending power. On the other hand there is the minor pluralistic postulate of municipal authorities as constituent institutions according to the thesis of ascending power. As far as the philosophical analysis is concerned, it appeared that the postulates of intermediate and constituent institutions are founded upon ontologies of unity and multiplicity. Particular ontological and epistemological views moreover cannot be linked. The intermediate postulate, however, enjoys both empirical and rational support while the constituent postulate enjoys rational support only. The devolution of power to municipal authorities consequently implies control by regional and/or central authorities and leads to heteronomous status for municipal authorities.
