The Senior Assistant Superintendent of Junior Primary Education (SASSE/JPE) is a practising educational leader who is, inter alia, responsible for the in-service training and professional development of the Junior Primary teachers of a particular region. This study was undertaken to design a goal-oriented strategy for functional educational guidance directed towards the actual needs of the teachers. The underlying consideration was that such a strategy must lead to effective teacher guidance in which a differentiated programme of educational guidance is applied. The historical perspective provided shows that educational guidance in the Cape Province, in which there was a move from the inspection of teachers to teacher guidance, was established in the early eighties. Since then it has developed to such an extent that it is now possible to identify specific fields within which the SASSE/JPE should conduct educational guidance. In this regard it has been found that knowledge of the situational leadership model provides a sound basis for differentiated educational guidance. A questionnaire to determine the needs of the teachers in the Cape Town region in respect of educational guidance was sent to all the Junior Primary teachers in the region. The findings and the recommendations proceeding from these are discussed in this study, while information obtained from the investigation has been applied continually and to advantage in planning educational guidance activities at individual schools and at in-service training sessions.
