Increasing juvenile crime and the fact that even primary school pupils become involved in activities such as drug abuse and sexual promiscuity are some of the factors indicating that a significant number of children are experiencing difficulty in making sense of the complex, rapidly changing society in which they find themselves. The increasing number of divorces and the fact that adults themselves are frequently unable to understand and deal with the demands of reality often result in the child not being able to obtain the necessary guidance. Taking the above into account together with the fact that, in particular, children reaching puberty and adolescents are confronted with drastic changes in numerous areas, a thoroughly considered guidance programme for pupils of this age group appears to be indispensable. The objective of this research is to determine the effectiveness of the current Guidance/Youth Preparedness programme implemented in standards 4 and 5 in primary schools under the control of the Cape Education Department (Administration House of Assembly). The basic research hypothesis is that such a programme can be effective only if it reflects the real needs and expectations of all those concerned and if the cooperation and involvement of the parent community can be obtained. Previous research into education in general and Guidance in particular shows that Guidance is not always given the necessary priority in primary schools, that the time factor is a problem, that the training of personnel concerned with Guidance is inadequate and that a need for sources and equipment exists. It is recommended that, among other things, greater attention be paid to decentralisation, that parent communities be more actively involved, that greater emphasis be placed on preventive intervention, that the services of experts such as educational psychologists be utilised more effectively and that a more comprehensive Whole Life Education programme be introduced. For the purposes of this investigation, the personnel, pupils and parents involved in primary and secondary schools falling under the Tygerberg region of the Department Education Support Service of the Cape Education Department are regarded as the accessible population. The empirical investigation was carried out principally by means of questionnaires. These showed up the following points, among others: Both the Education Department and schools as well as the pupils and parents see a Guidance programme for primary schools as of the utmost importance. It appears that pupils especially have a need for sex education, the development of a positive self-image and guidance on study methods and subject and occupational choices to form important components in a Guidance programme. To school principals and the teachers concerned, particularly a lack of time, a lack of knowledge and skills to teach the subject effectively and inadequate guidance by the Education Department appear to be problematic. It furthermore appears that a need probably exists for the expertise of the school psychologist to be used on a more preventive basis and for the expertise of secondary school Guidance teachers to be utilised. Few parents know what is involved in the Guidance programmes of the various schools and little, if any, concerted effort is made by the schools to inform parents of such. The majority of parents do believe that it is advisable that they be included in the programmes but foresee that practical problems such as a lack of time and skills may be obstacles to this.
