This dissertation deals with long term planning of capacities, locations and other design variables of components functioning in a logistics network. The example used to illustrate the concepts and planning procedure, is the national network for the handling of grain in the R.S.A. It is shown that correct global planning of facilities in the network could substantially improve the cost of logistics of the product to the primary consumer. It is also shown that a systems approach is essential as the different components function in a highly interrelated manner, resulting in highly interdependent cost functions. The system for grain logistics in South Africa is a very large system with more than 20 000 producers feeding 250 silos which in turn deliver to some 250 primary producers. Global planning thus involves an extensive amount of work if performed on one level of detail. Using an analysis of cost structures of components, as well as quantifying the interrelationships between components of the system, theoretically optimal design parameters are established for capacities of new silos as well as extensions to silos operating in isolation. The results are used as guidelines for planning economically near optimal additions to the network.
