Ed.) -- Universiteit van Stellenbosch, 1990. The schools of the Department of Education: House of Representatives experience an exceptionally high rate of failure among pupils. An investigation into possible causes for this situation was accordingly conducted. Due to the encompassing part played by language identified in education, language medium retardation was as a possibly contributing factor to be researched. Language is , vehicle for communication between people. The optimum stage for acquiring language is during the preschool years. Language furthers the development of cognition, insight and the ability to form abstractions. This, however, requires an adequate vocabulary. Through language a community's culture is conveyed to its children. Language aids and stimulates the child's intellectual and emotional development. His own culture and mother-tongue are bound up with a feeling of safety, and rejection thereof can cause emotional insecurity. In school the mother-tongue has been found to be the best medium of instruction. Deprivation and disadvantage can result from poor cultural and socio-economic circumstances. If the hidden curriculum of the middle class home is lacking, progress at school is negatively affected. Remedial education is seldom completely successful. Diglossia, where one language has a higher status than another, may occur in bilingual countries. Language status can lead to the learning of one language and the rejection of the other, possibly even the mother-tongue. A random sample of pupils was drawn to test written and oral language, the skills directly involved in testing and evaluation at schools. HSRC tests for both official languages were used. The pupils were drawn from 33 schools in seven of the 13 chief inspectors' regions. Data was marked according to the instructions Afrikaans and English handbooks. A questionnaire for the teachers and feedback with regard to each testee completed the information. Test results showed shortcomings in the pupils' language in respect of vocabulary and the ability to form abstractions. When compared with the HSRC testees, according to whose results the tests were standardized, deficiencies in certain areas and among certain age and class groups became evident. In general, pupils' overall marks in the two tests were below average or weak- average. The back-up information showed that 25% of those who completed both tests but scored below- average marks in one or both, failed that year. Only 2% of the pupils who scored norm scores in both tests failed the year. These results lead to the conclusion that there is a connection between language medium retardation and progress at school. Some pupils receiving instruction through medium of their second language were asked to complete the oral tests in both languages. In nearly every case they scored higher marks in their mother-tongue. Questionnaire results showed that teachers considered poor socio-economic circumstances to be the main reason for failure at school. It is recommended that pre-school children be exposed to language programs in nursery and pre-primary schools, with special attention to vocabulary. It is further recommended that departmental requirements with regard to mother-tongue education be adhered to.
