The main emphasis of this study is on the attitude of employers towards ex-prisoners. As part of the preparatory work for this study, a literature survey of overseas research projects covering the subject was undertaken, and the information gained served as an aid in the compilation of a guideline to facilitate interviews with the investigative group. By means of the random sampling technique, 50 multi-national companies were selected to take part in the investigation. The ultimate investigative group comprised 36 employers. In the empirical research, the evaluation of attitudes was approached from two angles: firstly, by means of critical analysis of the employment policies of companies, an effort was made to ascertain to what extent, if at all, ex-prisoners are discriminated against. Secondly, commonly held perceptions about ex-prisoners which are perpetuated in society were used as a frame of reference to gauge the attitudes which employers subscribe to. Considering the fact that the job placement of ex-prisoners is dependent on their level of education and skill in relation to the labour market's ability to accommodate them, present labour shortages and the investigative group's specific needs in this regard, were explored. The attitude of employers towards ex-prisoners and the degree to which they have been exposed to and have had contact with the S A Prison Service, was used as a yardstick in order to ascertain to what extent marketing and educational outreach programmes are necessary to improve the employability of ex-prisoners. Intervention techniques which are presently utilised by both internal prison personnel and external social work organisations as a means to successfully integrate the prisoner into family and community life, is critically evaluated for its effectiveness against the magnitude and complexity of the South African prison population. The results of the study proves conclusively that companies operate as meritocracies, and that ex-prisoners are considered for employment in terms of their skill level and their job expertise. In practice, employment practices require that a period of imprisonment served be declared on application for work, and that subsequent screening procedures are of such a nature that ex-prisoners can be discriminated against. In this regard, the study proved beyond any doubt that action programmes need to be piloted in the broader community, and in particular the business community, to educate its members in the employment needs of exprisoners. The investigation also pointed towards a need for more streamlined intervention programmes to increase the general skills level of the ex-prisoner to ease his entree into the labour market. Greater synchronisation of service delivery to exprisoner and ongoing research to determine the effectiveness of skills training emerged as priorities as a means to influence employers' attitudes more positively in the long term.
