The cation of a collection-development policy affords a library the opportunity to build the library materials collection conforming to the goals and objectives of the library and its parent organisation as well as to the needs of the library's users. When the Senate Library Committee of the University of Stellenbosch voted favour of the creation of a collection-development policy and a budget allocation formula for the Library Services on 18 April 1986, the move towards a longterm goal of the Library Services was set in motion. A Subcommittee consisting of nine members from both the academic and the library staff was instituted for this purpose. During the term of office of the Subcommittee a survey was conducted of the information needs of the academic Departments At the same time, an investigation was made into all the aspects of a collection-dewelooment policy. The resulting collection-development policy and concomitant budget allocation formula were approved and accepted as policy by a full session of the Senate on 5 December 1990. In this thesis, some elements of a collection-development policy are investigated against the background of the most recent professional literature, a description of the history and current ende wours towards collection-development in South Africa is given and the attempts at creating a budget allocation formula are recounted. The activities of the Subcommittee are described in an attempt to show how the collection-development policy and budget allocation formula came into being. A section on the organisational structure needed to support collection-development completes the picture. Finally, a number of recommendations regarding the establishment of collection management in the Library Services are included.
