One of the most important contributions of strategic managment is to be found in the provision of a model to be utilized by the management of an enterprise in uncertain environments. The SA Defence Force Military Academy is also subjected to an uncertain environment. Subsequently the present management model may be unfit for the environment in which the institution has to operate. Therefore this study is directed at the development of a normative, strategic management model for the Military Academy. In order to realise this objective a relevant literature study complimented by empirical research was undertaken. The literature study was undertaken to describe the development of the SA Defence Force Military Academy, the development of management models, the management of universities in general, the present management model of this institution and similar overseas institutions. The empirical research consisted of the evaluation of the present management model against the norm of strategic management. The following specific aspects were investigated : The results of a previous investigation in to the functioning of the institution. The functioning of the Management- and Advisory Board of the institution as top management forums to determine management contents/-results. The level and nature of objectives resulting from the management-by-objectives programme. The empirical research showed that the present management model of the SA Defence Force Military Academy does not meet the requirements of strategic management as norm. This implies that the top management may spend to much time on efficiency (doing things right) instead of on effectiveness (doing the right things). To ensure the correct focus by top management and as such success in an uncertain environment, the development of a normative management model, with strategic management as basis, is imperative. Different strategic management models were scrutinised and compared, from which a model for the SA Defence Force Military Academy was developed and suggested. The suggested model was, within the restraints of time and specific circumstances, partially implemented at the institution according to recognized organization development principles. Important trends, which were statistically significant, were derived from an empirical investigation into the implementation of the model. One of the conclusions was that the suggested model could serve as a valuable aid for the execution of strategic management. This is already evident in the new long term objectives of the Military Academy. These objectives can all be classified as being part of the strategic domain, and as such, reflect the correct focus of top management. The parts of the suggested management model which were not tested empirically, were simulated according to the principles of models. To support the strategic focus of top management, certain changes to the present organizational structure and top management forums, were suggested. The potential advantages thereof were simulated and can only be proved once implemented. Finally, the conclusion is drawn that the suggested management model can be beneficially applied at the SA Defence Force Military Academy.
