Probation services have been rendered since the beginning of the nineteenth century and have since been subjected to considerable change. The change in emphasis to community based sentences has resulted in a greater emphasis on probation and the specialist nature thereof. This study was motivated by the need to equip the probation officer with the required skills in order to enable him to exercise his functions with confidence and to provide quality service to the court. Experience has shown that requests for presentence reports in respect of sexual offenders have increased considerably. As undergraduate studies are not geared towards specialist training, for instance in regard to the sexual offender, there is a need for continuing education in this field. The aim of this study is thus to establish guidelines for a training programme which will equip the probation officer in the exercise of his functions as investigator and witness in respect of the sexual offender. Before a training programme can be developed, it is necessary to establish the knowledge, skills and attitude needed by the probation officer. The requirements in this regard were clearly indicated by the literature study which was undertaken. The empirical investigation, done in accordance with the structured questionnaire method, identified the knowledge and skills which the probation officer already has at his disposal. A training programme was developed from this data. Since the probation officer works closely with the other professionals within the legal system in the execution of his duties, it was important to involve both the imposer of punishment as well as the probation officer in the empirical investigation. In order to establish guidelines for a training programme, it is necessary to make use of a training process. The training model was developed following the eco-system approach. The application of the training programme is closely linked to the educational diagnosis of the probation officer. By the implementation of a training programme for those probation officers who work with sexual offenders, the employer will fulfil his responsibility of continuing education.
