Not withstanding intensive efforts and sophisticated control measures by the government to improve the physical environment of underprivileged members of society, the degree of decline of physical development products, even resistance to it, as well as the increasing backlog speaks of a lack of success with these efforts thus far in South Africa. Evidently, it has not resulted in the creation of areas in which the underprivileged can be placed on the road to development. This observation has led to the following series of questions: 1. Has the state of backwardness increased in the midst of physical development actions? 2. If so, why has management technology, including sophisticated measurement of affordability, not resulted in an increase in development? 3. What alternative management technology and measurement of affordability can help to reduce the level of backwardness in South Africa?
